The Shanghai Center



The IMF Shanghai Center is a collaborative venture between the International Monetary Fund (IMF) and the People’s Bank of China (PBoC). Its purpose is to help the IMF enhance policy analysis and advice by deepening its understanding of Asia-Pacific perspectives, and to serve as a bridge between academia in Asia and staff economists at the IMF’s headquarters in Washington DC. Outputs will include research papers, conferences, and learning events for policymakers.



The Center will gradually take up operations in the remainder of 2025 and in 2026. A Director and a Deputy Director have already been appointed, and in the coming months, the Center will hire an office manager and other professional staff, including economists, economic analysists, a visiting scholar and an administrative assistant. The Center is located in the Huangpu district of Shanghai. It shares a building with the China-IMF Capacity Development Center (CICDC).

RECRUITMENT OF AN OFFICE MANAGER



Duties and Responsibilities



Under the supervision of the Director and the Deputy Director, the duties and responsibilities of this position include:



    Budget management. This includes (i) monitoring and executing the Center’s budget, (ii) reviewing expenditures against budget allocations, (iii) ensuring accurate processing and reporting of financial transactions, (iv) submitting reconciled accounts to IMF Headquarters on a monthly basis, (v) monitoring the office’s bank accounts in compliance with IMF procedures for internal control of bank accounts, online banking, office supplies, and managing the petty cash for the office, (vi) coordinating overseas procurement and vendor management, and (vii) managing the VAT refund process to ensure timely government reimbursements.


    Staff management and administration. Supervise the administrative support staff of the Center and manage annual performance evaluations. Prepare contracts for new staff members and provide comprehensive HR support, including onboarding, contract administration (renewals and extensions), and HR policy compliance coordination. Maintain accurate employee records in the HR system. Assist staff, in particular non-Chinese staff, with visa related issues and other needs that arise in the context of relocating to Shanghai. Supervise and organize training of Center staff members.


    Office and work management. Liaise, together with the Office Manager of CICDC, with the project management company that provides services to the SH Center and coordinate tasks. Identify and select suppliers for services not provided by the project management company (e.g. catering, printing of publications, photography). Liaise with Chinese officials (PBoC, Ministry of Foreign Affairs, Shanghai municipal government, Huangpu district), the IMF’s Resident Representative Office in Beijing, CICDC, and the Asia-Pacific Department at IMF headquarters on issues relevant for the operations of the Center. Oversee logistical arrangements for conferences, workshops, and official missions.



The Office Manager will work closely with the Center’s administrative assistant and will take on temporarily some of the assistant’s responsibilities in times of absence.



Qualifications, Experience and Competencies



    A bachelor’s degree or above in a relevant field. At least five years of relevant work experience. Experience with international organizations would be highly desirable. Strong oral and written communication skills in both English and Mandarin Chinese are a must.

    Enthusiasm for the IMF’s and the Shanghai Center’s works and mandate. Strong interpersonal and open communication skills, including a collegial approach to work. Ability to deal tactfully and in a professional manner in a multi-national environment, with staff and visitors from different cultures and backgrounds.

    Superb organizational, prioritization and problem-solving skills, with proven ability to handle multiple tasks. Ability to work both autonomously and in a team under tight deadlines. Initiative and attention to detail.

    Sound knowledge and understanding of accounting concepts and principles, financial accounting reporting and budget formulation.

    IT Skills: high computer literacy, working experience on MS-Office (Word, Excel, Outlook, PowerPoint, and SharePoint). Knowledge of troubleshooting audiovisual and computer equipment and experience with databases (Access/PeopleSoft) would be an advantage.



Viable candidates must be nationals or residents of China or be able to independently obtain a valid work permit before starting employment with the Fund. Proof of nationality, residency, and/or work authorization will be required prior to starting employment. The IMF will not sponsor or provide assistance for obtaining work permits.

RECRUITMENT OF AN ADMINISTRATIVE ASSISTANT



Duties and Responsibilities



Under the supervision of the Director and the Deputy Director, the duties and responsibilities of this position include:



    Manage the Director’s and the Deputy Director’s calendar, activities and mission schedules.

    Coordinate the application of official privileges, such as application/renewal of Director’s visa and diplomatic IDs, process the diplomatic pouch, process customs clearance for shipments.

    Act as the contact point for invitations to the Director and the Deputy Director and send replies to invitations. Also keep records of invitations and attendance of activities.

    Manage, maintain and update office contacts, including media, academia, officials, CICDC, the Resident Representative Office in Beijing, and headquarters.  

    Prepare and coordinate logistics for conferences, workshops, document review, meetings, etc.  

    Support the office’s operations, such as making travel arrangements and reservations for travel (flights, trains and car hires) and hotel/restaurants.

    Manage the Shanghai Center’s website and social media accounts in cooperation with the IMF communications department. Monitor the public email account, courier and phone line of the office.

    Act as the security focal point, responsible for all security and staff safety. Interact with appropriate agencies (e.g., UN) with respect to security issues.

    Work closely with the Office Manager and substitute for the OM in times of absence.



Qualifications, Experience and Competencies



    Completion of secondary education. Training in business administration, finance and accounting, human resources, audit, administrative, or in other related fields is desirable.

    At least three years of relevant work experience. Experience with international organizations would be  desirable. Strong oral and written communication skills in both English and Mandarin Chinese are a must.
