Office Manager (NO-A)

The China-IMF Capacity Development Center is seeking to hire a highly qualified Office Manager to join its team, starting on June 1, 2026.

The position is offered as a one-year local contractual appointment, with the possibility of renewal for successive terms of up to three years, subject to continued need and satisfactory performance.

Candidates must be nationals or residents of China or be able to independently obtain a valid work permit before starting employment with the Fund to be considered. Proof of nationality, residency, and/or work authorization will be required prior to starting employment. The IMF will not sponsor or assist with obtaining work permits.



Job Summary

The Office Manager (OM) has sole responsibility and authority for the overall organization, management, and delivery of office support services.The position takes responsibility with respect to every aspect of an assignment by acting independently and professionally, and creating and promoting collaboration, high quality work, and development of team members.  They think strategically and actively contribute to and support the delivery of the Center’s agenda.

Under the supervision of theHead of Office, the incumbent has a direct overall responsibility for planning, coordinating, managing, and supervising the administrative and financial matters of the Center as well as assessing, developing, and training support employees. They will have interactions with staff at all levels throughout the Center, visiting IMF missions, Senior level officials (internal/external), donors, civil society, academia, business, and other resident missions.



Duties and Responsibilities

Within the limits of delegated authority, the Office Manager (OM)undertakes the following duties and responsibilities:

General duties and responsibilities

    Develops yearly events calendar, with inputs from IMF departments. Events include courses in person, virtual courses, blended courses, hybrid courses, webinars, peer to peer series and high-level events.

    Supervisesthe administrative support for courses taught at the Center and liaises with relevant country authorities to facilitate the processing of visas for the Center participants and employees (as well as other requirements for the Center employees).

    Manages the workload and workflow of all administrative and support staff(Program Officers, IT Administrators, Interpreters) taking into consideration allocation of tasks in a fair and transparent manner.  

    Coordinates office technology and its application andidentifies and assists in the resolution of a wide range of technology-related problems (hardware, software, and communication).

    Managescourse/workshops assignments and monitors workflow, including the development of new procedures and checklists to benchmark and streamline work practices.

    Developsform letters for courses.  

    Assistsin purchasing airline tickets for course participants.

    Identifies, interviews, and selectslocal vendors for various office- and training-related services (e.g., catering, stationery printing/publications, photography, etc.). Engages vendors in Maintenance Agreements.

    Overseesarrangements/logistics for courses and other events organized by the Center and follows up on negotiated hotel contracts, for both training facilities and course participants’ accommodation. Develops procedures for assessment and renewal of contracts.

    Liaiseswith building management and project management (facilities oversight) firms on matters relating to the operation and maintenance of the Center facilities, including day-to-day operations.

    Organizes maintenance of the office as per CSF guidelines.

    Assistsin the development and maintenance of official website. Supervises and coordinates with designated employees to ensure that materials on the website are up to date.  

    Assistsand manages preparations for meetings of the Steering Committee on all logistics/administrative aspects.

    Works closely with themanagement on operations and new initiatives. Identifies and assists in automation of repetitive processes to improve efficiency.

    AssistsLTXs, local economists and other staff in providing requested information in finalizing reports.

    Manages all therisks and security aspects of the Center’s activities including natural calamities, pandemics and other operational risks.

    Oversees the preparation of an Operations Manual and ensures compliance thereof. Ensures regular update of the Operations Manual.

    Oversees the upkeep of databases.


Personnelrelated duties and responsibilities

    Incollaboration with the Head of Office, supports the annual performance evaluations of support employees reporting to the OM.

    Overseesthe development of administrative policies and guidelines (i.e., a Center Handbook) and ensures compliance with those policies and guidelines.

    Interviewscandidates for new support positions (in conjunction with the Center management).

    Preparescontracts for new employees and assists with settling-in arrangements.

    Monitorsand organizes training for the Center employees and discusses with the Head of Office recommendations for future training needs.

    Liaiseswith the government and the medical insurance company on contracts for the Center employees and course participants.  



Financial duties and responsibilities

    Preparesdraft budgets for operating and capital expenditures in consultation with the Center management.

    Managesvarious budget line items in the annual budget to ensure the budget is not exceeded. Reviews expenses against budgetary allocations. In case of variances, identifies causes and seeks appropriate solutions.

    Verifies, negotiates, andfinalizes rates for reimbursements to participants and other contractual service providers.

    Managesall payments under the office’s budget. This includes managing staff and supplier information in the Corporate Banking Solution (CBS), ensuring correct banking information is provided, and entering claims in the CBS for the approval of the Head of Office and processing by FIN, ensuring timeliness of payments, accurate calculation of the amounts, and adequate supporting documentation.  

    Monitorsthe bank account ensuring all payments processed through local accounts are timely recorded in the Fund’s accounting system and the balances on the accounts agree to Fund’s records, fees charged by the local bank are in compliance with the fee schedule under the signed banking agreement, and balance is sufficient to cover upcoming payments and has a buffer for contingency purposes.

    Manages petty cash for the office. This includes compliance with controls over handling cash, monthly petty cash count, and reconciliation with the record of petty cash in the Fund’s accounting system.

    Preparesand tracks purchase and payment vouchers as well as assists in the preparation of tender bids and vendor evaluation.

    Assistsin the preparation of yearly financial reports for the Steering Committee, supporting periodic financial audits of the Center’s records, and performing ad hoc financial analysis.

    Coordinatespurchases of office supplies and services as needed for the normal operation of the office in line with IMF procurement policies and guidelines.
Performs other duties as required.
Qualifications

Abachelor’s or master’s level degree. Five to eight years of relevant experience.

Skills:

Language Requirements

Excellent oral and written English, and fluency in oral and written Chinese is required.
